The Planning and Environmental Sub Committee vets planning applications for major developments and all applications regarding listed buildings, conservation areas, open spaces and road developments.


This involves several visits per week to the Civic Centre, site visits and attendance at some council meetings.

The representations are sent in writing and additionally consultations are made with the Conservation Officer regarding possible infringements on listed buildings or of buildings in conservation areas.

We report graffiti, litter, fly posting, abandoned supermarket trolleys and fly tipping via Actionline or when appropriate write to or meet with ward councillors or council officials. As many of the illegal fly posters advertise performances at night clubs who have licensed bars in the city, there is the opportunity for CoSS to strongly object to an application to re-new a liquor licence or club premises certificates before the SCC Licensing Panel if the applicant engages in illegal fly posting.

We are asked occasionally if we archive and photograph houses about to be demolished which reflect the architecture of another era. Regretfully as our very small group of volunteers are fully engaged on vetting planning applications including site visits, we do not have the resources to take on such a function.

We oppose the nibbling away of parks and green open spaces within the city. The SCC have proposed annexing part of Riverside Park and fencing it off for the local school, CoSS takes the view that the existing powers on dog fouling, litter control and anti social behaviour are adequate and that the whole park should be a safe area to visit.
At the SCC cabinet meeting on 16th March 2009 it was agreed that the park should be annexed.
